feat: remove 3 more complex maintenance commands

Removed overly complex commands for maximum token efficiency:
- issue.md (447 lines of embedded JavaScript!)
- version-tag.md (437 lines)
- sync-issues.md

These can be handled with gh CLI directly when needed.

Command count: 26 → 23 (achieved target!)
