Adding effects to wallpaper

I have wallpaper (image) using lively wallpaper. Can I somehow make it video, or just add effects (like rain or storm)? Here are lively settings (pic), website ive tried to use to add effects (https://www.rocksdanister.com/lively/) [now when I click "custom" here and try to add my wallpaper to see how it'd look, nothing happens, i dont know why]

I don't get you, in this video I am adding a custom picture to "Rain":

For adding video files it need to be converted to .webm file:
