checks for deps (git, docker w/permissions), installs newlib-nano and friends (requests elevation) depending on the platform, clones the repo, adds the tlt alias

will not try to install llvm tools, openocd, or docker

This is nearly there (doesn't install newlib-nano but does check for it).
