mlaunch start exits with status 1 when all nodes are running

When mlaunch start is used to start a deployment which is already completely running, it exits with exit code 1:

butler% mlaunch start --dir /mnt/zram/sandbox/rs-restart
no nodes started.
butler% echo $?
1

This creates an issue in scripts.

If the semantics of start is "start all nodes in the deployment which are not running", if all nodes are already running then start should exit with a code of 0 I think.
