Clean up prerelease tasks

Would be nice to have cargo rbmt prerelease passing so we can the check to CI. As of 2026-02-12 we have 62 issues (mostly TODOs).

Oh clearing TODOs from this repo may not be trivial because I was hacking wildly and threw all sorts of questions into them. Probably a bunch will need converting to issues.
