Extend anomaly-detection application to use TensorFlow

He would like to use manuela as an example of how Thoth could help advice on and optimize software stacks. Therefore, we would like to propose the extension of the anomaly-detection application to use tensorflow.

This way we could a) show how thoth advice get incorporated into requirments/dependencies lockdown b) use openvino during build, and c) pick the best tensorflow build for the target runtime environment.
