[Bug]: Forced 120Hz on dynamic screen

Bug Description

After enabling accessibility services for the essential app, the screen keeps constantly at 120Hz probably a bug but after disabling the service it went down.

Steps to Reproduce

1. Enable accessibility services
2. Track screen Hz with Dev options monitor
3. Go to home screen
4. Check if refresh rate goes down or sticks at max.

Expected Behavior

Screen refresh rate going down (to 1Hz in my case with Pixel 9 Pro)

That is interesting. I only got a Pixel 7 but it does lower it to it's lowest amount. I will do some research on what could be the cause for it.
