Should we change from Cobalt to Hugo? This tool is the current world's most popular framework and is completely accessible and has more features. While I had initially plan to change to Zola, it is not possible because Zola does not support format like PHP format.
Features related to current use case:
Support for multilingual with i18n, not required in NVGT though.
Themes support, which are licensed under MIT, but it is ok if you want to use pure custom.
Native menu navigation support.
Full RSS implementation, blog/index.xml for blog, and index.xml for the entire site etc. However JSONFeed will be lost, but custom can be implemented if necessary.
Native word count / reading time support which are more accurate.
Retrieve modified dates from the git repository; Hugo has git integrated!
Configuration is big, but allows configurations via directory.
