Add Hover Animations to Cards Across GSoC Event Page

Description

Cards across the GSoC Event page (Program Snapshot, Why Choose GSoC, Program Phases, Stipend & Commitment, Eligibility, Preparation, Resources) lack hover animations, making the interface feel less interactive and static.

Suggested Changes

• Add lift animation (transform: translateY(-8px))
• Add smooth transition (0.3s ease)
• Enhance box-shadow on hover
• Add subtle border glow or highlight effect
• Ensure animations are responsive and performance-friendly
