🐛 Handle broken OER/ETD

Summary

LaRita has discovered the OER and ETD work types do not work for adventist.

Adventist doesn't use these work types so this is not urgent, however, if new tenants are created these work types are activated by default because they come from Hyku. Then if that user tries to create OER/ETDs they will receive and error.

We need to decide what to do. Some options are:

• Fix OER and ETD errors so that users could use them if desired
• Handle failing OER and ETD errors gracefully so that the site doesn't blow up. Maybe add a helpful message or redirect? Gray out the ability to select them as available work types.
• Disable OER and ETD work types by default by making an override for adventist so that these work types are not available at all. In which case the acceptance criteria will change to show that these work types are not available to enable.
• Make a recommendation after evaluation and/or ask the client what they would prefer?

Acceptance Criteria

• creating OER and ETD work types should not crash the site
