As discussed here: #4280 (comment), we currently dropped support for the shim dispatcher on Windows. Nonetheless, it seems that the shim dispatcher functionality for Windows is desirable for several environments that still run "old-BRs" (meaning BR that dispatch SCION packets to the fix port 30041). The simplest solution would be to disable the "IP_PKTINFO" safeguards on Windows. A more complete one would be to do this #4280 (comment).
