:DECLAIM uses relation :DECLARATION with its arguments but that should probably
be :DECLARATION-SPECIFIER. The :DECLARATION relation is used between things
like :LOCALLY and its declarations, but :DECLAIM does not contain declarations, it IS
a declaration.
