Add a refresh button to the page, that appears only when there are new flows available

• Add an endpoint in the backend that gets a timestamp of the last client update and compares it with the latest timestamp of flow imports
• Add the button to the UI, top right. Once pressed there should be an animation that will stop when the flows are updated
