Notify user of mismatch server version

We currently gate users from interacting with a server not on the same version of them, and display this quite clearly in the app, but we do not send them a notification of this happening. If there are background tasks trying to run, they will fail, but the user will be oblivious to this. Users should be notified to help prevent this from happening.
