[File based config] Move 'cisco.ctx.enabled' from i.nstrumentation to .distribution YAML node

.instrumentation/development.java.cisco.ctx.enabled should be replaced with .distribution.splunk.cisco_ctx_enabled.
This change will also let getting rid of AdditionalPropertiesUtil class
