for now, we need to move FAQ system to Admin Panel instead Pages.

Basically as @gpedro said, we want to move all the administrative things to admin panel.

System/pages/faq.php should only show FAQs, the rest of the code (including FAQ class) should be moved to admin/pages

Well the FAQ class can be extracted into system/libs or system/src

Also be sure you work on develop branch!
