I thought that Slic3r was a library in C++ for Slicing 3D Models. I know that the actual library is another one but I don't understand on how I would use it to build on top of it. Maybe I haven't understood it correctly. So is it possible to use it and build a UI on top of it so only get the functionality and not the GUI. And if so I haven't seen documentation or even a slight explanation on how to use the library!
Help would be greatly appreciated :)

This project I would consider "Stale". If you would like to fork the project for your own use, you may do so and include it as a library in your project by simply tweaking the codebase to your heart's content.
