Decentralized Voting System

So I am a Final Year BSc IT student.

I have decided to build a project on voting system using blockchain.

one query that arise to me is that how to verify the voters???

Should I go with admin or the miners, If miners then how? I have no idea about that!!!

this is a cool idea i also had too after going through lesson 1 of this course
