Quanta does not want to share the BCM, is it still possible to port?

I asked Quanta if they could share the bcm file for porting their LY6 and LY8 series switches. They had no interest in giving away anything and its my impression they would rather have people buy new switches that are ported already.

So I wonder, is there any way of porting it without Quanta sharing the bcm? I installed OpenNetworkLinux to try search for the files but it was unsuccessful...
