Create wrapper for calling of extract_1d/soss_extract/pastasoss.py functions

Issue JP-3854 was created on JIRA by Aarynn Carter:

The current functions for get_soss_traces() and get_soss_wavemaps() are independently useful for a large majority of users who are not using default pipeline products or processing. 

While they can currently be called, they require a PastasossModel datamodel as an input, complicating their use. A small update that makes the refmodel optional, or that provides a default datamodel, would greatly improve user experience.
