systemd permission problem in linux

I put sqlpage.bin inside the following directory

/usr/local/bin/sqlpage.bin

chmod 755 /usr/local/bin/sqlpage.bin

useradd sqlpage

when I run sqlpage.bin as root, it works

when I try to run sqlpage.bin as user sqlpage I get the following permission error

$ sqlpage.bin

    Caused by:
        Permission denied (os error 13)

The sqlpage user you create needs to have

• either an existing sqlpage configuration directory that the sqlpage user has read access to
• or write access to the current working directory so that it can create it's own configuration directory

For maximum security, you can create the application files and configuration with a different user, and give read-only access to all of them to sqlpage.
