Bump js-yaml and lint-staged

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependency [lint-staged](https://github.com/lint-staged/lint-staged). These dependencies need to be updated together.


Removes `js-yaml`

Updates `lint-staged` from 9.5.0 to 16.2.6
