The build of step 3's graph service uses the local Dockerfile, which in turn downloads an OSM .pbf from download.geofabrik.de.

For the URL specified, on my machine, the server consistenly responds within 1m15s, which seems to make Docker run into the network timeout, causing the build to fail. Unfortunately, I don't have the error appearing in the log, I'm currently struggling to reproduce it.
