For now, there is a TreasuryPlugin migrated from TreasuryWithdrawDaoProposal, it can only be used for token issuer to store pre-minted tokens.

There may have the need to provide a general purpose treasury used for any user to store any token.

I think the general purpose treasury can use the DAO balance directly, it is more convenient than the Treasury.
