В шаблонах НСтр RU и НСтр RU EN лучше убрать второй параметр (код языка), т.к. это является нарушением стандарта https://its.1c.ru/db/v8std#content:761:hdoc по причине явно заданного кода языка

UPD. Или сделать диалог выбора. Для пользователя это сообщение или нет. Т.к. в случае выдачи собщения пользователю код языка указывать не требуется, а например, для записи в ЖР требуется.
