Time fieldtype 12h/24h format - revisited

In PR #9662**** there was a discussion regarding the 12h/24h format of time fields.

I have Windows 11 set to a German locale with 24h format. My Firefox Developer Version is an English version set to German as preferred language. The time field is shown in 12h format.

In German Chrome, it is shown in 24h format.

Of course I would prefer 24-hour format, but I don't want to switch my browser or the installed language version.

I wonder why the format can't be set via config files, optionally overriding the automatic configuration? I have a project that is just for myself, and there is no real need to rely on any automatic configuration as there are no other users out there.

Wouldn't that be a nice quality-of-life addition? :-)
