Added a design to cover the disabled variant of the refresh button when the user is inside the 1min window before they are able to refresh again.

A couple of other small QA points:

  1. The tooltip should be underneath the button to match the dApp connections button.
  2. The formatting of the copy should be Refreshed 09:45 today not Refreshed Today 09:45.
  3. It would be great to reintroduce the stroke around the share button (looks like that might have gotten lost along the way)
  4. Can we also remove the icon hover state (black) on all buttons in this area for consistency
