Add Dutch translation #21

Hi,
love the BotC Script Tool, thanks for the initiative!
If this is ok, I'd love to add language support for Dutch.
I'm a native speaker from Belgium who regularly storytells Clocktower.
I already made a fork, succesfully installed and ran the test suite and did some initial preparations.
All changes and commits would be bundled and referenced under this issue.
With my current understanding I foresee following changes:
- Add Dutch nl (Nederlands) selector in src/components/AppHeader.tsx
- Add nl locales files in public/locales
- Add nl to locales in i18next.config.ts
- Add nl overrides files in the data folder for roles & jinxes
- Handle nl overrides files in useTranslatedRoles & useActiveJinxes hooks
Please let me know if you're interested in this contribution and if so, if I'm missing anything.
