some application didn't following locale setting

I've found some reproducible programs that didn't follow locale settings

1. LXQt FileChooser
   in lxqt-labwc(wayland session), The first login will not follow the Locale, need to log out and log in again for following locale setting.
   in lxqt-kwin(wayland session), it is ok.
2. Fcitx5
   in lxqt-kwin(wayland session), The first login will not follow the Locale, need to log out and log in again for following locale setting.
   in lxqt-labwc(wayland session), it is ok.
