Add support for protobuf 'edition' syntax #734

Protobuf has switch from using 'syntax' (syntax = "proto3") to 'edition' (edition = "2023").

rust-protobuf should be able to parse protos using this designation. Perhaps this can be added to the roadmap for v3 currently under development.
