Creating helper utils for psuedo properties

Is there a typescript wizard out there that can help me with typing this?

export const { styled, css, config } = createStitches({
  ...theme,
  utils: {
    _hover: (value: CSS<typeof config>) => ({
      '&:hover': value
    })
  }
});

This gives a circular reference error. So how do we get all of the themed property types without the utils?

PropertyValue and ScaleValue have access to theme without passing in the config. You'd think CSS would be the same?

The only thing i can think of is to just call createStitches twice? First time to just get the type without the utils?
