Improve bill loading page

Improve loading state on the bill page to avoid the current "This is bill xxx page"

Idea: create skeleton elements to display during loading?

Skeleton elements sounds great. The sidebar is standard width. The text content is not standard, but it can be approximated as long as there are no buttons that will jump on load (?)
