the published events seems not received in all cluster member

The Gateleen have few key events:

  "gateleen.authorization-updated",
  "gateleen.delegate-insert",
  "gateleen.delegate-remove",
  "gateleen.hook-listener-insert",
  "gateleen.hook-listener-remove",
  "gateleen.hook-route-insert",
  "gateleen.hook-route-remove",
  "gateleen.logging-updated",
  "gateleen.roleprofiles-updated",
  "gateleen.routing-rules-updated",
  "gateleen.schedulers-updated",

from internal issue it seems not all consumers received event, but after I tested few times, I think maybe just because the logs are delayed / missing. but I need a proof, so I come with follow idea:

1. add / improve logs
2. get a receipt when consumer received event, and log total receipts
3. add a metric to consumer, so we can see how many consumer responses from metric.

And I picked 2, which easy to see what happened.
