[feat] Ability to build tauri apps without internet

Describe the problem

I can vendor everything, but when I build from linux for windows, nsis_tauri_utils.dll is downloaded during the bundling process. It would be nice to be able to add the file to the repository so I can bundle a windows release without any internet.

This is a hard requirement to make medical software as I need to be able to build without changing anything/without downloading anything. A Linux build is possible with a docker image and my repository with vendored dependencies.

Describe the solution you'd like

Be able to download and store the file and configure in tauri.conf.json where it is located so that it is not downloaded during bundling.

If you download the file into ~/.cache/tauri/NSIS/Plugins/x86-unicode/additional/nsis_tauri_utils.dll (not 100% sure on the path, it should be similar though) tauri should not try to redownload it if it's the correct version - for tauri cli 2.9.6 that would be https://github.com/tauri-apps/nsis-tauri-utils/releases/download/nsis_tauri_utils-v0.5.2/nsis_tauri_utils.dll

Thanks @FabianLars , that helped me find an ugly way to get the cached file in my docker image:

It would be better to have a command line argument of cargo tauri to predownload the file :)
