Cultivar names

Please describe what needs to be done. Include links if possible.

What are the DwC guidelines related to the handling of cultivars names - e.g., 
Crataegus 'Loch Lomond' or Clematis alpina 'Ruby', etc.

Are there already rules of thumb for these examples or is this an area were DwC 
is vague or agnostic?  If the latter, perhaps useful to tackle in the 
guidelines.
