Site Popover: display "Error" when SoilID returns "ALGORITHM_FAILURE"

We discovered that LandPKS displays "No Matches" when the Soil ID API returns ALGORITHM_FAILURE. In this scenario, the app should instead display "Error" in site popovers.

Acceptance Criteria

• When the SoilID Algorithm returns "ALGORITHM_FAILURE", display "Error" for Soil ID and Ecological Site ID in site popovers.

Also please confirm that the error is displayed in these cases:

• Network error, can’t talk to backend
• Frontend times out waiting for backend: (20s)
