Runs fine in visual studio but get error when deploy HTTP Error 502.5 - ANCM Out-Of-Process Startup Failure

HTTP Error 502.5 - ANCM Out-Of-Process Startup Failure happens whenever I add this nuget package to my .netcore 3.1 website.
I have other packages that require standard 2.0 that work fine. It only fails with nclam. What am I missing?
