Description of the bug

Currently, pyright fails when run against the repo.
Also, pyright-verifytypes is disabled in pre-commit-config.yaml

Steps To Reproduce

Run pyright

Environment Information

Ensure pyright is installed in the virtual environment.
Activate the virtual environment.

As a part of fixing this, the version of pyright should be locked to a single version.
