Localization of the bot

I decided to localize my bot and for this perpose I used ctx.from.language_code field. I thought it takes value fro user's language Settings. I've changed language to English in my telegram settings at all my devices but I still getting "ru" in ctx.from.language_code. And this library https://github.com/telegraf/telegraf-i18n based on this field too. So are there any ways to localize and to test localization in bots?
