Moving .qmenu.cfg to the home directory

A user reported on Debian BTS (https://bugs.debian.org/771018) a nice suggestion, that is: moving the qmenu configuration file to the home directory as a dotfile. I think it would be nice, consistent with other programs and easier to be managed. Thoughts?
