Leave trace in log when dreamer updates dream target

More things should leave traces in the dream comment log. Like updating the Dream min and max targets. This would not be hard at all to add to the software, if we want it. This way we could still allow for changing budget during granting for good reasons, and “gaming the system” would be rare due to the transparency.
