Update dependencies to the kickoff release versions

As @auscompgeek pointed out in slack, we just got the last package we were waiting for from ctre: https://github.com/CrossTheRoadElec/Phoenix-Releases/releases/tag/v24.1.0. Our requirements file should be bumped to point to the release versions of all packages. We can finally get our repository to a stable baseline and get those chassis changes in too!
