Add darwin_arm64 windows_arm64 release?

I rewrote this as POSIX shell at https://github.com/bnnanet/serviceman.

I would like to rewrite the Windows version in PowerShell. I believe that it now has all of the necessary features to do so.

I could also recompile this for windows arm64.
