Fix 2025 broken cross-references (#1274)

Several 2025 changes created broken links within the WCA Regulations and
Guidelines, as references to removed Regulations and Guidelines were not
updated in other, otherwise unchanged, Regulations and Guidelines.

4b and 4f were merged with 4b remaining and 4f removed
([PR](#1212)). Previous
references to 4f need to be updated to 4b.
