[SQL-Runner] Support for Playground Sharing

Describe the solution you'd like
A call should be added to the SQL-Runner that copies the specified playground database to a different postgresql instance and creates a new user with permission to the copied database and returns a postgres URI. With a unique user and secure password (at least 128 Bit of security).
