勘误：pd-ctl v4.0.8 已经没有 component 子命令了

我现在正在使用pd-ctl v4.0.8, 已经没有 component 这个子命令了……

章节1.5 动态配置变更可能已经过时了。

$ tiup ctl pd -u  http://127.0.0.1:2379 -i
