Automatically create issue if an unknown command is used

Every unknown command should be interpreted as a feature request. Thus, we should automatically create an issue for every new command we encounter. Obviously, we should enrich the issue description a little, so maybe let GPT-3 think of something?

Obviously there should be a microservice which takes care of this, this way we keep a separation of concern and we can also include this feature in other services (e.g. preliminary-frontend).
