Can chatbot access/leverage information and data outside of the custom knowledge doc? #3

Can this be done? I.e. custom knowledge doc + chat GPT knowledge base (i.e. Sept 2021)
From what i've tried, it seems to not be able to do so and solely depends on the custom knowledge doc
