Our automated ML python scrips only support USGS stations

We need python modules to fetch historical data for DWR stations.
change the .GitHub/mlriver.txt to differentiate USGS and DWR
Change fetch coordinates? coordinates should be part of response so may not need to fetch
Modify combinedata.py/training.py to reflect these changes.
Also look at the GitHub training Action (my not need editing )
