Technically the .p language cannot accurately express XACML's FAC combinator, because it does not distinguish between the target and condition of a rule. (In XACML, applicability is entirely in terms of the target, not the condition; if a rule's target matches but not its condition the result is N/a.)

This behavior can be simulated using PolicySet wrappers, but the simulation is ugly.
